GENERAL REQUIREMENT FOR STUDENT PILOT LICENSE

A student shall hold a Student Pilot License prior to enrolling in the flight portion of the Private Pilot Licensing course. The FTI shall ensure that persons enrolling in the student pilot training program shall:

a) Apply to the Director Civil Aviation for issue of a Student Pilot License;

b) Pay any required fee;

c) Be at least sixteen (16) years of age;

d) Be able to speak, read and write the English language; and

e) Hold a current Class 2 medical assessment in accordance with PEL Regulation Part IX.

 

TRAINING & TESTING REQUIREMENTS FOR LICENSE ISSUE

A person wishing to obtain a license will be required to take:

a) An aeronautical knowledge test after completion of Ground School; and

b) A Flight test following the completion of Flight Training.

 

The ability to hold a license issued under the General Application Personnel Licensing (GAPL) Reg. 117 shall be based upon his/ her ability as assessed by the flight test examiner to safely meet the following requirements during a skill test:

a) Perform the task specified in the areas of operation for the license sought within the prescribed standards;

b) Demonstrate mastery of the aircraft in accordance with the GAPL Standards for the Private Pilot License, with the successful outcome of each task never seriously in doubt;

c) Demonstrate reasonable judgement in airmanship;

d) Complete all manoeuvers with smoothness and accuracy;

e) Operate the aircraft within its limitations; and

f) Demonstrate single pilot competence where the aircraft is type certified for single pilot operations.

 

The FTI shall ensure its applicants receive training to be eligible for a skill test for a license issued under the General Application Personnel Licensing (GAPL) Regulations. All Applicants shall:

a) Pass the required knowledge test within twenty-four calendar months preceeding the month the applicant completes the skill, if a knowledge test is required;

b) Present the knowledge test report at the time of application for the skill test, if a knowledge test is required;

c) Have satisfactorily accomplished the required training and obtained the aeronautical experience and the GAPL Regulation for the license sought;

d) Meet the prescribed age requirement of the GAPL Regulation for the issuance of the license sought; and

e) Have an endorsement in his or her logbook or training record that has been signed by a FTI authorized instructor who certifies that the applicant:

  i. Has received and logged training time within sixty days preceding the date of the application in preparation for the skill test;

  ii. Is prepared for the required skill test; and

  iii. Has demonstrated satisfactory knowledge of the subject areas in which the applicant was deficient on the airman knowledge test.
